House Report Reveals Ongoing Presence

The bipartisan House Select Committee on the Chinese Communist Party has discovered that three state-owned telecommunications firms from China kept operating in the communications systems of the United States despite federal regulators having denied them operating rights. This discovery was made in a report that stated how China Mobile, China Telecom, and China Unicom were still able to keep their presence through equipment installations, data center rentals, and network connections.

Regulatory Actions Left Important Gaps

From 2019 up to 2022, the Federal Communications Commission (FCC) denied the license request for China Mobile USA and canceled the licenses for China Telecom Americas and China Unicom Americas. However, the committee indicated that such a decision related only to licensing and there was no demand made for the companies to dismantle their networks or stop connecting to private networks and data centers in the US. Taking this into consideration, the companies continued to provide services for enterprise networking and internet transit.

Security Concerns Raised

The investigation by the House has found that the existence of infrastructure left behind posed possible security threats. As stated in the report, there was a network belonging to China Mobile found in the internet routing that is connected to the servers which were involved in the cyber operation in China called Salt Typhoon.

Lawmakers Call for Stronger Measures

According to the committee, the existing laws had not been comprehensive since they only focused on operating licenses as opposed to physical structures. New laws have been proposed that will require the foreign company whose activities were seen as being a threat to national security to disengage its equipment, leave the data center as well as any other connection on the internet.

Growing Focus on Network Security

The results contribute to larger worries concerning the safeguarding of America’s communication systems against any external manipulation. The committee claims that the case brings out the weaknesses of the regulation system despite government organizations taking measures on some firms. Legislators hope that the results of the study will bring forward more requirements for firms which constitute a threat to national security, thus avoiding any further unauthorized access to America’s telecommunications systems.
