Russia Files Terrorism Charges Against Pavel Durov

Russian authorities have now leveled serious charges against the founder and CEO of Telegram, accusing him of promoting terrorism through the application. According to the Russia Federal Security Service (FSB), these accusations arise from the failure by Telegram to delete certain channels, chats and bots, which the Russian authorities believe to have been used by Ukrainian intelligence agencies and extremist organizations in their coordination of attacks within Russia.

The online platforms were allegedly used to facilitate sabotage operations, cyber fraud and attacks, resulting in deaths. FSB further alleged that Telegram had failed to remove a well-known dating chatbot called Daivinchik or Leo, which has been used by the Ukrainians in posing as women in recruiting Russians into committing crimes within the country. 46 people aged between 12 and 22 have reportedly been arrested within one year for such recruitment attempts.

International Wanted List and Possible Penalties

The Russian government has put Durov on its list of internationally wanted persons. The Russian officials have confirmed the development, but they have yet to reveal whether they intend to ask for an Interpol Red Notice. Under Russian law, Durov can be charged with life imprisonment.

Durov, a Russian businessman who is now residing in Dubai, is of French and Emirati nationality. In previous cases, Durov claimed that such allegations were politically motivated as Russia was trying to restrict the availability of Telegram.

Telegram Responds as Tensions Grow

After the statement was made, the official account of Telegram on X published a picture of Durov gesturing obscenely at Moscow, emphasizing the existing differences between the corporation and the Russian authorities. The platform has always emphasized its cooperation with law-enforcement agencies, provided that the request is legitimate, and offered strong protection of the privacy of the users.

For a number of years, Russia has been trying to strengthen its influence over Telegram. In spite of the fact that access to the service is being limited, making many people use virtual private networks (VPNs), Russian government departments, including the Kremlin and the Defense Ministry, keep using Telegram for communications.
